Transportation Design

Tri-State Design and Development has been associated with Transportation Projects that have included highway planning and design, access roadway and parking lot design, bridge and approach road design, and construction inspection and management.

Civil/Site Design

Tri-State Design and Development’s site department has the capacity to become involved in retail, educational, commercial, industrial, residential, and recreational developments involving numerous types of projects. Our team is capable of performing from inception through final design. We can obtain permits, be the liaison between client and governing boards, and clear all necessary approvals from the multitude of agencies involved in the process.

Our site design concept couples a framework between the site and program and includes these components:

  • site layout
  • storm and sanitary sewers
  • water retention and detention ponds
  • location of structure components
  • traffic (ped and vehicle) access and circulation
  • utility distribution
  • E&S control
  • grading and drainage

We work with our clients to ensure that the envisioned development is within its intended milieu and assist our clients to obtain all compliance permitting required by local, state, and federal agencies.

Design Build

We have experience in partnering on Design-Build teams. Experience has shown us that the services required for design build projects are delivered differently. To meet that challenge, we have instilled an integrated design process which combines disciplines working in isolation, but with controlled communication with the rest of the team. With the utilization of our construction professionals, we have learned that project design is everybody’s responsibility. We are an integrated team developed to meet project quality, cost, and schedule. Tri-State Design produces performance solutions rather than prescriptive solutions.

Tri-State Design and Development has adapted within our bridge design activities when we are required to meet accelerated construction schedules.

Mechanical & Electrical Engineering

Tri-State Design and Development’s mechanical engineering team is composed of talented engineers, designers, and detailers experienced in mechanical building design, renovation, and rehabilitation.

We recognize the importance of design facilities in communication with other disciplines to eliminate multiple systems trying to occupy the same space and driving construction costs higher to resolve those issues. We ensure that those conditions do not exist.

Waterfront Structures

Gate

Tri-State Design and Development has performed numerous project designs for the United States Army Corps of Engineers, Pittsburgh District.

Our design efforts included:

  • design of miter gates
  • anchorage systems and components
  • in-depth inspections, analysis, rehabilitation recommendations for service bridges
  • sloped concrete erosion protection systems
  • designing new maintenance buildings
  • stability, reliability/risk assessments of waterway structures

Open-End Engineering and Environmental Services Contracts

As a prime consultant to PennDOT Districts 1-0 and 10-0, we performed various engineering and environmental services for a variety of transportation projects. Over a duration period of 30 months, we delivered diverse services for three different work orders for District 1-0 and eleven work orders for District 10-0. We coordinated the services of our geotechnical and environmental subconsultants. Tri-State was responsible for field survey; preliminary roadway design (Step 9); TS&L; traffic counts, analysis and signal design; preparation of H&H reports; E&S control plans and narratives, and ROW plans.

Several projects consisted of signal modernization and radii improvements at multiple locations. Tri-State performed the field surveys, peak hour traffic counts, traffic study analysis, signal optimizations, preparation of signal plans, and construction plans for radii improvements. As part of our study, we recommended restrictions on parking in two major CBDs.

Other projects consisted of preliminary roadway and replacement bridge design. Tri-State performed the field surveys, preliminary roadway and bridge designs, H&H reports including HEC II analysis, E&S control plans, and other related services. Services were performed in most counties within PennDOT Districts 1-0, 10-0, 11-0 and 12-0.

Survey & Mapping

Tri-State Design and Development’s survey staff has provided services to institutions, major corporations, governmental agencies and commercial operations. We use state-of-the-art equipment combined with our time-tested methods and procedures to accomplish the best possible results for our clients’ needs.

Construction Management and Inspection

Our Construction Inspection services include Construction Inspection / Management for a variety of Highway, Bridge, and Building Projects. These services have been provided for the Pennsylvania Department of Transportation, Pennsylvania Turnpike Commission, Allegheny County Department of Public Works, Port Authority Transit of Allegheny County, Allegheny County Airport Authority, and the City of Pittsburgh. We possess technical and personnel resources to offer these services. Our employees are highly qualified and experienced with standards and procedures.

As a part of our CM Services, we provide independent design reviews, constructability reviews, cost evaluations, and value engineering.

Our construction inspection personnel include inspectors with NICET, NECEPT, CDS, ACI, and other relevant certifications and experience in roadway, bridge, and building construction, and painting inspection. Our inspection staff is kept current on all aspects of construction inspection and safety by training and certifications. Their efforts are managed and supervised by a former Assistant Construction Engineer with PennDOT with 40 years of experience.

Bridge Design and Inspection

Tri-State Design and Development, as a Prime and Sub Consultant, has designed, inspected and rehabilitated bridges of multiple  types, sizes, and levels of complexity for local, state and federal governmental agencies, such as PennDOT, PA Turnpike Commission, DGS, Allegheny County DPW, Allegheny County Airport Authority, Port Authority of Allegheny County, City of Pittsburgh DPW, USACE/Pittsburgh,  and developers.

Since 1983, we have been involved with the inspection, analysis, and design of long span structures, steel girder bridges, simple span and continuous plate girder bridges, concrete spandrel, steel and masonry arch bridges, rigid frame structures, prestressed concrete beam structures, as well as a great variety of smaller bridge configurations.

Our bridge designs and related services have won us outstanding project awards and recognition from our professional peer organizations.
