Tri-State Design and Development was founded in 1983 in Carnegie, PA as an Architectural/Engineering and Construction Management/Inspection corporation to provide services to public and private sector clients in the Western Region of Pennsylvania.
The firm is owned and managed by a Registered Professional Engineer and has been certified as a Disadvantaged Business Enterprise (MBE/DBE). The principal of the firm has over 46 years of proven records of broad base design, supervision, project management and administrative experience in the fields of Civil, Structural, Industrial, and Institutional works.
He is supported by three managers representing Transportation, Construction Inspection / Management, and Quality Management who have more than a combined 129 years of proven experience.

The average experience of our key personnel is 25+ years. They are registered as engineers or architects in the states of Pennsylvania, West Virginia, Virginia, Ohio, Maryland, New York, and California.

Hiroo K. Patel, P.E.,

PRESIDENT

Mr. Patel, P.E., is the founder and developer of Tri-State Design and Development and has grown the company since 1983 into the successful multi-tasked consultant design and inspection organization that exists today. Mr. Patel has over 50 years of diverse, broad-based design, inspection, supervision, and project administration experience. His design experience includes the design of structural steel, reinforced concrete and prestressed concrete structures for highways, metals industries, and chemical plants. His Transportation experience includes the design of various structure types from simple box culverts to multi-span, multi-girder structures, roadway, ROW, MPT and other services.

RAYMOND HOFFMAN, P.E., MBA

VICE PRESIDENT

Mr. Hoffman, P.E., MBA, with 38 years of experience in transportation engineering, is responsible for business development, proposals, cost- control, invoicing, training, project development, and QA/QC. His engineering expertise covers highway design, construction phasing, signing and pavement marking, erosion control, NPDES permitting, maintenance and protection of traffic, airport design, and highway construction inspection for State DOT, County, and local government clients in Pennsylvania and West Virginia.

SUSAN TARASENKOV, E.I.T.,

MANAGER, CM/CI SERVICES

Ms. Tarasenkov, E.I.T., has over 33 years of work experience with over 25 years of experience in construction management in both the public and private sectors. Since 2007, she has worked managing construction inspection with Tri-State. She worked as PM/PE for general contractors for 17 years, and 7 years in the business management environment early in her work career. Previously she was a Senior Project Manager for a PA retail and restaurant General Contractor for 13 years where she was responsible for the management of building construction projects; and also served in capacities such as company contract administrator, business developer, PM trainer, and technical liaison.
